There was a constant drizzle around the land of Kirigakure no Sato, the Village Hidden in the Mist, or aptly nicknamed the Bloody Mist Village. The messenger hawk flew with impressive speed and guile through the storms that raged on and made his way towards the administrative village where it would find someone who would take a message from him to the Mizukage. The message was simple enough:

Greetings Lord Mizukage,

I come on word from one of my allies to seek an audience with you. Know that I mean no disrespect but I am a busy man who is on a timed schedule and this trip is taking me away from my duties to my village. I shall be coming to your village to visit this afternoon, and I simply request a chat.

Looking forward to seeing you,
The Stormlord Hisaki Uzumaki,
Hokage of Konohagakure no Sato.


The Hokage marched his way up to the village, making a quick trip as time was always of the essence. He wanted to make sure that Kumo would have no reason to go up in arms over the visit of the Mizukage, and would therefore accompany him to the Village Hidden in the Clouds to make sure nothing happened. He stood covered head to toe in his Kage robes, rain dripping down the cloak and at the front and back of his hat and his weapons strapped to him, as they always were. He was in a serious mood, though he still was exuding his peaceful aura, calming those who came near him, something he figured may be useful in the near future…

White eyes stared down at the letter that had been delievered to him just moments ago. Fury was etched into the male's face and rolling off his body in waves, freezing the shallow coating of water that normally covered his office floor.

Greetings Lord Mizukage,

"The fuck is this shit?" The Raikage got scared over a message, panicked and went to the Hokage for help? And now, the Hokage was on his way here, attempting to play mediator to something that wasnt even an issue? Typical Konoha. "World Police, eh? Very fucking well." He'd had no plans to go to war with the Land of Lightning, but this kind of response made him worry for the people of the Kumogakure. If the Raikage was going to panic over a simple message, then how was he fit to lead a village?

But I have enough problems as it is. No need to worry about another country just yet. "Ushi!"

After a short whistle, Ushi appeared in the doorway, bowing.

"Yessir?"

"Take a group of ANBU and meet the Hokage at the gates; Tencha's Squad. Escort him here to my office. I dont need to tell you that he is to be treated with the utmost respect, do I?"

"No sir."

"Good. Go now. If the Hokage wishes to browse about the village for a bit, let him. But in the end, bring him to my office. I want to have this matter over with as soon as possible."

Without a word, the genin messenger vanished from the door. With Ushi gone, Kuai sighed, and the already freezing temperature in his office dropped even lower. He hated formal affiars with a passion. But even so, it was required of him to act as the Kage for his village, and so he would. Donning the hat and robes, his sword tucked into the robe with the hilt exposed to make its presense known, the male sat down into his chair to await the Hokage's arrival.

As he got to the gates, the Hokage was approached by obvious hunter-nin who had been sent by the Mizukage to escort him to his administration building. Hisaki smiled softly upon seeing them, not needing to be shown the way but allowing them to lead him anyway. He knew that these men were no match for him, though he also didn't think that this was meant to be a show of power, as the Mizukage, to his knowledge, had no reason to do something like that. As he made his way along his cloak whipped behind him, the wetness of the fabric making "schlup" sounds as it patted his leg and was flung around in the wind. The Jewel of the Storm couldn't help but chuckle at this as he approached the large doors leading into the Mizukage's chambers, where the ANBU agents who had been sent to greet him opened the door and let him in.

The inside of the room was cold and Hisaki had to bear with the fact that it was likely his clothing would freeze after being outside in the rain for so long. As he walked in he bowed slightly before the Mizukage, hand unconsciously resting on the hilt of The Messiah, the relic that once belonged to one of the most powerful Missing Nin to ever come out of Konohagakure no Sato, Mitsuo Uchiha. "I'm sorry to come on such short notice, but I have decided in the favor of peace I would make the trip here." He straightened himself up and stood just inside of the doorway, hearing the doors close behind him as he looked the Mizukage up and down with his stunning emerald eyes. "I hope things are going well here."

White eyes met emeralds as the Mizukage motioned to the Hokage to have a seat before the desk; one of the few dry places on the office. In the time that it took the Hokage to reach his office, Kuai had calmed himself; opting to go into this meeting with a calm, cool head. The floor had long since melted back into water, splashing with every step the Hokage took.

"I'm sorry to come on such short notice, but I have decided in the favor of peace I would make the trip here."

Why exactly are you here, anyway? Because the Raikage is coward who jumped the gun on a message that was not even meant to be threatening?

"I hope things are going well here."

Kuai nodded to the Hokage, a small smile appearing beneath the formal hat. "My village does well, Lord Hokage. Thank you for asking." An eyebrow lifted, head tipping to the side as he took in the measure of the Hokage. "Although, the state of my village isnt why you're here, I'm sure. Please, Hokage. Lets not beat around the bush; why have you come to Kirigakure?" Blunt, and too the point. He had no time to place nice with people; His time was precious too. He had an idea of why this man was in his office, breathing his oxygen and taking up space, but he'd rather give the man a chance to say so himself.

Hisaki took a seat as he was offered, smiling and nodding once more. Though he was still on the chilly side he was beginning to quickly acclimatize, the cool air no longer bothering him as he sat in the driest area in the room. Hisaki was a kind and patient man, and he had an aura of calm about him which was able to effect those around him with ease. It was something he had picked up from his sensei when he was younger and he passively exerted this aura. He looked towards the Mizukage, who's bluntness wasn't a surprise at all from what he had heard of the man.

"Straight to the point I see? Very well. I imagine you can guess why I am here. I created a peace treaty with the village of Kumogakure no Sato a short while back before I became the Hokage. The Raikage sent me a message expressing some concern about you. Though I do not understand why he is concerned I thought I would investigate further into the matter. I also come to try to strengthen the bonds between our two villages, as I am a man who only seeks peace in this world. I imagine Daiko's worries are completely unwarranted, but I decided I would personally pay you a visit as it has been a long time since I've visited this village.."

Kuai almost rolled his eyes in disgust. So, the Raikage did indeed panic because of the message sent to him about Kuai's pending arrival. Wonderful. The male tented his fingers in from of his face, leaning on his desk. He was silent for a moment, contemplating what to say to the Hokage. He had no intentions of any ill wishes towards Kumo before this whole affair; but the actions of the Raikage in this matter were shameful in his eyes. "I can assure you that I had no intentions of going to war with Kumogakure, but the Raikage.... do you not believe his actions were a bit... unfit for one of his position? Calling the leader of another village to go speak to someone on behalf of his own village over a message? Shameful. It shows weakness; more so that he never sent a message back to ask for clarification. No, he went directly to you for help."

The male took a deep breath, releasing a exhale of freezing air. Eyes locked on the Hokage; he had no quarrel with this man, but he wanted nothing to do with the Raikage beyond the trade agreements that ensured that his people would be able to live well and prosper; those very same agreements he had intended to speak to the Raikage about during his visit. But after this? Nothing more. "If you wish to strengthen the bonds between Konohagakure and Kirigakure to be more than just trade, then I'm sure that we can come to an agreement. But as for dealing with Kumogakure? I want nothing to do with them."

Hisaki smirked as the Mizukage spoke of the Raikage’s actions. He had indeed thought it odd that he had reacted in such a way, treating Hisaki as some form of bodyguard. It was something that had somewhat bothered him; weak allies were not beneficial to his cause after all. He would need to be able to trust that the people who he was supposed to be able to rely on would be able to hold their own end of the bargain and that he himself would not simply be holding their hand the entire time.

“His actions were indeed shameful. I do not know why he did not write back to you to clear up what had happened, but I do know that after this act I will be keeping an eye on him. There is a problem when your allies are supposed to have your back but you are still constantly checking over your shoulder…” Hisaki shook his head after speaking and then Kuai continued.

"If you wish to strengthen the bonds between Konohagakure and Kirigakure to be more than just trade, then I'm sure that we can come to an agreement. But as for dealing with Kumogakure? I want nothing to do with them."

“Not wishing to deal with Kumogakure is fair, and I do wish to work out some form of agreement in order to strengthen the bond between our great villages. We are both strong men and our villages reflect that; an alliance between Kirigakure and Konohagakure would be feared by the entire shinobi world.”

Kuai nodded to the Hokage at his words, relaxing himself. It seemed that he was not the only one who seemed that the Raikage's actions to be unfit for one of his position. "Well the, Hokage... What do you propose? Beyond the standard trade agreement between our villages" Those white eyes narrowed, locking on the male before him. He wondered just what the Hokage might suggest. "I have no problem with lending you aid in your times of need, so long as the favor is returned."

"I propose that our villages become brothers in arms. I am not saying run to each other at any drop of a hat, but when the time for war comes I want to be able to call on you as you will be able to call on me. The two strongest villages will unite and together we will be a force to be reckoned with." Hisaki's green eyes flashed as he gazed towards a bright future for his village. They had been scared by the previous Hokage, but he would rebuild and make them stronger than ever. He reached out a hand to the Mizukage in a gesture of camaraderie and left it for him to take. "This is the start of a new age, Mizukage."

The Mizukage grinned at the Hokage as well, extending his hand to grasp the other man's. "I too have a proposition, Lord Hokage. I wish that we allow our villages to develop an exchange program between the two. Ninja from my village will be allowed to travel to yours to seek knowledge that they cannot obtain here, and vice versa. That itself would strengthen the bonds between our villages immensely; people that learn together will are more than likely to work better together. Would you not agree?"

The Hokage smiled softly once more at Kuai’s words. He would be more than happy to have such an alliance between their two villages. The fact that they would be sharing knowledge would bring their two villages closer together than ever before. As he spoke, it was with a fire that he often didn’t show, and a passion that was undeniable.

“I accept your terms, Lord Mizukage. I believe that this will be most beneficial for both of our villages. When I return to my village, please allow me to bring one of your shinobi and train them personally. I am the head of the united shinobi medical corps, and I know that there is no representative in Kirigakure. Select a pupil and send them to me, I shall see that rectified.” After he spoke he released the Mizukage’s hand just before there was a knock at the door and a guard entered the room, clearly something urgent in his hands. As Hisaki bowed before the Mizukage and made to leave the guard approached him and handed him a small envelope.

“Lord Hokage, Lord Mizukage, please forgive the intrusion but this is an urgent letter that you need to read. I was asked to give it to you, Lord Hokage.” Hisaki took the envelope and smiled, thanking the guard and pulling out a kunai to open the seal. Inside there was a simple note that had explained to him that he was needed to return to Konohagakure no Sato immediately and that the Raikage was dead and Kumogakure no Sato had been destroyed by a group of Missing Ninja led by Mitsuo Uchiha, a most dangerous Missing-Nin from his own village, and the one who had entrusted Hisaki with The Messiah. It also detailed that he was to meet a genin from his village by the name of Wukong at the gates of Kirigakure no Sato before he left.

“I must apologize Lord Mizukage, but I will have to conclude our visit. Apparently I am needed back home. Thank you for a most enlightening and fruitful visit, and I look forward to dealing with you in the future.” After he spoke, he bowed once more to the Mizukage and took his leave, heading as quickly as he possibly could towards the village gates where he would meet the young genin who had given him the letter. He had to return to the village as quickly as he could to confirm this tragedy and if it was correct, he would have to do something about it. Were this true Hisaki Uzumaki would have to call a Kage Summit…
